Upon realizing that Porto was a play on porthole, I started to think about just how well he fits in with his surroundings. I can't help but wonder if they came up the entire pirate/submarine/fishmen concept, simply because of that suit. Out of the three generals used from Carranger, he's really the only one to spot a recognizable motif. He looks like an odd little fat man in a diving suit, with portholes all over his body. This fits oddly well with what Saban crafted for its villains.
Especially given that the next year they based their entire premise upon the infamous 'space gliders' photo, I think it's at least possible. What if they got their initial Carranger info packet from Toei, and the villain page shows these suit monsters. Two have these hideously demented faces, and entirely alien looking bodies. Then they see Inventor Grotch, this less alien, more marine looking baddie. What happens when you mix sea and space? Space pirates.
