[OT] Why Don't Licence Holders Release Titles Themselves?

Instead of licence holders outsourcing their titles to other companies to release on DVD and Blu-ray, why don't they just start a DVD division and release them themselves? Similar to what Toei and Toho do, this way they can put together great quality releases because it's their own shows. Instead of handing them to other companies saying "Here, treat this how you like."
