[POWER RANGERS] Was Tor the shuttlezord the strongest?

I say strongest instead of most powerful because we didn't see it getting much attacks in, but as far as defence goes was Tor the strongest? It was the only zord that had any sort of success against Serpentera. Surely this puts it at least in contention. Was Tor underrated too?
