If the "Big Bad" villain of a villain organization are so sick of the heroes interfering in their plans on conquering the world, then why not just simply send down more than one monster &/or more than one minion of theirs after a sentai team or at that same one Kamen Rider hero/one Metal Hero/one Ultraman hero, etc. & call it done? They can't handle them all.
They have plenty of foot soldiers, minions, armies, & monsters at their disposal, but no main "big bad" villain ever thinks about that. If you want to be rid of your enemies faster, then that's the way to do it, not by sending down one minion or one monster at a time, only for them to get killed when the heroes are inexperienced in fighting at the beginning of each Toku series.
