Everyone has a different definition of what they consider a background ranger. It's the ranger with least amount of screentime, the least character development. Personally, I don't know what I consider a background ranger, I guess it depends on the season. Let me go through.
MMPR1-You know what, I don't think anyone on the team was a background ranger. Despite being pushed to background in later episodes, Billy and Trini got the most focus pre-Green With Evil. Zack got lots of focus during the later episodes, especially when Angela was around. Jason got the least amount of focus throughout the season but being the leader and having a huge role in multi-parters makes up for it. And of course, Kimberly and Tommy got TONS of focus up the freaking wazzu.
MMPR2-All the replacement rangers but each in a different way. Aisha had more personality than Rocky and Adam but got the least amount of screentime. Adam had the most focus but when he's not the focus, he's in the background almost to the point of non-existence. And Rocky had the least personality and development, plain and simple.
MMPR3-Again, all the replacement rangers, especially Aisha. Kimberly got all the spotlight during her departure. Billy was at centre stage during the Alien Rangers saga. And Tommy well, season three was pretty much the "Tommy Oliver Show".
Zeo-Rocky, it's better than his MMPR days but still pretty bad.
Turbo-Carlos. Yeah, he never really left an impact on me like the other three replacements. And judging by the rest of the fandom, the feeling seems to be mutual. Carlos just isn't as memorable as fan favorites TJ and Cassie, and the polarized Ashley.
In Space-Technically, Zhane. He never actually got a chance to do much but whenever he got a chance, he was pretty awesome. However, I have to say Carlos again. Seriously, I think there's an entire episode where Carlos doesn't even TALK.
Lost Galaxy-I don't think this season really has one. This is one of the few seasons where each ranger is treated equally in terms of characterization but we have to choose, Maya and Damon are definitely contenders.
Lightspeed Rescue-Dana. She's easily the most bland ranger on the team which is a shame because she could have made a huge impact since she's the Captain's daughter. It's even more unfortunate when you compare her to almost every other Pink Ranger, especially the one that came right after.
Time Force-Trip, Katie and especially Lucas. We all know about this one so moving on.
Wild Force-This season doesn't really have one either. If there is a backgound ranger then it's Max/Danny/Alyssa and certainly not Cole/Taylor/Merrick.
Ninja Storm-Blake, the most boring ranger ever IMO. His brother, his love interest and his motorcycle are all more interesting than him.
Dino Thunder-Doesn't have one at all.
SPD-Doesn't have one either. I guess the Omega Ranger counts but his backstory kind of makes up for it. I have to give props to SPD for giving proper development to eight rangers(plus Charlie and Boom if you want to include them), something the very next season could not do.
Mystic Force-Madison. Yeah, moving on.
Operation Overdrive-Dax. Again, moving on.
Jungle Fury-This season doesn't necessarily have a background ranger but Dominic is the closest thing to it.
RPM-The writers obviously saw Flynn as this but I'd say Gem, his sister alittle more screentime than him.
Samurai-Mia and/or Emily. Which ever you prefer.
Megaforce-Another season where everyone's getting equal spotlight but I guess I'd say Troy. I think this might be the first time a Red Ranger qualifies.
