[POWER RANGERS] Would the Turbo powers have worked better as a power up?

After watching what we've got on SMF, and reading some debates on the power levels between Zeo and Turbo, I started thinking about other ways Saban could have taken the transition. Now being old Saban, I feel things may have gotten a slightly better explanation back then, so maybe if Divatox had clearly stronger monsters, then instead of Turbo being a standard random upgrade where nothing was needed, we could have the Turbo be the "mega mode". Clearly Saban didn't want to spend the money it had on new footage in MMPR, but they knew how to edit cleverly around certain things, so I could imagine Zeo cords fighting Turbo monsters or vice versa when they needed to power up. Just a thought, the Turbo Zords would essentially be Zeo's Thunderzords.
